In a microwave-safe bowl, combine 1 cup peanut butter with honey and heat for 20 seconds in the microwave. Stir, and then heat again for an additional 20 seconds. Stir again and add in vanilla extract.
Now fold oats into peanut butter mixture.
Spread mixture into lined pan.
Microwave remaining 1/3 cup peanut butter with chocolate chips in 30-second increments until melted together. Stir well.
Pour chocolate peanut butter mixture over oats, and freeze for 45 minutes. Slice bars into 12 servings.
